Compare and Sync - Labor type triggers "Pricing Difference"

Related to "Compare and Sync - Separate Pricing and Labor Columns". A change in Labor Type in the catalog should not be raising a flag on "Pricing Difference" when opening a project. There should be a separate Labor Column indicating Labor differences for the Labor Type and Hours.
