Default Cover Page Image in Templates

We use templates as a starting point for all of our proposals. Because we are using a template, the client default cover page image does not carry over from the client. Instead, whatever was selected in the template is carried over. I would like to make it the default (or at least an option) that the client cover page image carries over into the template used when a new proposal is created.
