Email User Login Info - Custom Message

I'd like the ability to modify the default message sent to a user from the "email" button on the user management screen. Currently it says a "new user has been created" which isn't always the case, and it includes the internal server name and IP address which isn't relevant for off-premise hosted instances. I would also like to include "getting started" info and links to D-Tools training resources or internal documents.
