Make unapproved reports inactive

With there being so many options for reports, having a way in the manage reports to make reports inactive and not show up as options for people without permissions to manage reports would be awesome. I often end up with people using incorrect versions of reports specifically proposals.

I don't want to delete them in case we need them for something later or as a reference, so making them hidden/inactive would be nice.
