Option to include 'non-approved' items in Submittals Report

Came across a perdicament earlier where we needed to submit our product data for a project but had a pending change order with items that needed to be included. However the CO is not yet approved and we were instructed to include the items in the submittal package. So it would be nice to be able to, from the submittals window, choose which bom items to include regardless of approval.
