Partial Lock of Project Item

I would like the ability to lock a project item such that it cannot be deleted, perhaps cannot be reassigned to a different zone or system, but can still have other data fields updated. For example I noticed that when I had bulk wire items locked (wires are pulled on site, don't delete), I could not make new connections on them in Visio. I could not update specifications or IOs of equipment items. This "partial lock" is already in place to some extent where an approved item cannot have its pricing and phase labor adjusted.
