Project Comment additional features

Options to enhance comments:

- Edit

- Clone

- Lock

Maybe editing can be an application or project setting to allow editing of a comment.

Locking can be project-based or user-group-based, so like locking a project and report, there can be an option to lock comments.

In User Group options to:

View all comments, edit your comments or all comments, delete a comment, and add comments.
