Project converted to Unit Based still adding products as Quantity Based

I have a project that I converted to a Unit Based project during the estimating process as we had to include shops with the proposal. However, as I am drawing schematics and adding items and packages, they are still coming into the project as Quanitty Based items. I notice this with items and their accessories and with packages.
