Project Explorer Change Orders Tab - Add Custom Layout to show Tax Rates

Add the ability to apply a standard or custom layout to the Change Orders tab of a project viewed in the Project Explorer. Purchase Order, Service Plans, Service Orders, Tasks all have this feature.

The specific issue I'm trying to solve is that the only way I can see the product and labor tax rate assigned to a change order is to open up the Project Editor and go to Project Tax Settings. I would like to see each of these values in the Explorer view, which currently only offers the "Price With Tax" field.

Additionally, it would be ideal if a change order's tax rate could be changed within the change order "Edit" dialog from Project Explorer, which currently only offers editing of the Name, Internal/External, and Notes.
