Update Approved Project's Default Tax Rate

Once a project is approved, its sales and labor tax rates are locked, but subsequent change orders can be assigned to a new tax rate before they are approved. I would like the ability to update the project's current sales and labor tax rates, such that any new change orders would automatically adopt those rates, rather than having to manually change the tax rate on each change order.
