User Management - Enhanced CSV I/O, Mass Update

Currently we can only export all fields from every user via CSV, with no ability to import or mass update. I'd like the ability to export a selection of users and fields to CSV and import the changes. I'd also like the ability to mass update fields such as Permissions Group and Wages/Cost.
