Allowances / Packages to be optional and allow for alternates

I'd like to be able to make packages, specifically allowances, optional and/or allow for there to be alternate options for the packages/allowances. This would be to allow a Good, Better, Best scenario for packages or an install vs. install + material option.

Not supported for the current status
