Full Revision Management for Change Orders

We need meaningful Revision management for change orders. While you can create a Rev each time a Quote or Change Order proposal is rendered and distributed, if you have multiple pending change orders your project Rev numbering is going to get wacky. The customer expects to see things in numerical order without missing increments. We have been managing this with the PDF filename, but that has also been problematic with our customers as they will reference the project and rev# from the footer but the change order iteself isn't governed by that.
