Allow to add Images for products in Project Only

Many times, users, who use proposal report with images, might have a package or item or labor that is only going to exist in that project only. Can we have a way when that happens, the system allows to store the image in project folder under Images folder.
Also, in case the product or package is pushed to the catalog, the image is also picked up.
