Rename these buttons on SOW dialogue box

The Export and Import buttons are not clear about what their operation is supposed to perform and it is confusing my users. I am constantly deleting SOW templates that were mistakenly created because the a user was attempting to open a SOW and export it to PDF or save it somewhere thinking this is what 'Export' is supposed to do.

These buttons need to clearly indicate they are for template operations and not file operations.
