Feature to break labor away from item

Scenario: item exists in project that has labor hours. We want to remove the item but keep the labor. Would like to be able to Right-Click -> Convert -> Separate Labor and Item.

    This should work for both un-approved and approved projects. We have had this come up in both scenarios.
