Free seat notification

When trying to login into SI, if all seats are in use, the admins get notification that all seats are full.

Would be nice to have another notificaiton, when a seats gets freed up only to the person trying to login if they have not yet logged in after last attempt, telling them that the seat is free now and they can login.
