poe budget calc is off

it seems the PoE budget calculator is actually using the PSE max. power wattage per port for the calculation. Using the PD max power rating would be more accurate. The budget calc should be using the used power vice the available power. It would be up to the designer to determine max power used in worse case scenario by accounting for things like ptz heaters, etc... Product data sheets provide max power for devices.
