Restrict Access to Component ID Regeneration and Editing

To improve control over project workflows, we’re seeking the ability to manage user permissions related to Component IDs. Specifically, we’d like to:

- Restrict user access to the "Regenerate Component ID" functionality

- Prevent users from editing or regenerating Component IDs within the project environment
