Independent Visibility Controls for Labour and Hardware Costs

Feature Request: Allow Labour Costs and Hardware Costs to be controlled independently within User Permissions, rather than the current all-or-nothing Costs Visibility setting for user groups..

This would enable administrators to grant users visibility of hardware costs while restricting access to labour costs (or vice versa), providing the flexibility required for different roles and responsibilities.

The current single Costs On/Off permission is too broad and does not support common business requirements, making independent cost visibility a critical enhancement.
