Applying price rule on labor types

I would like the possibility to apply price rules on my labor items who are using the cost and price of labor types. At the moment I can only apply price rules on labor items with a fixed cost/price or when it is using a specific cost/price. Why isn't it possible to make a price rule for labor items based on labor types?
